What 'slashing' actually punishes in proof-of-stake

Slashing isn't a general performance penalty — it specifically targets provably dishonest or duplicated behavior (double-signing, equivocation) that could let a validator attack consensus. Simple downtime or being offline is typically punished separately and far more leniently than an actual safety violation.
